Nathaniel Chalobah is getting the chance to make a big step up in his career with his loan to Napoli, and it doesn't look like there's any downside for Chelsea in letting the youngster head off to Italy. With no option to buy there's no real fear of Chalobah getting poached, and letting one of their best (if most forgotten prospects) play in Serie A is a good way to see if he's got what it takes to make the set of jumps from impressive Championship player to an actual first-teamer.
That said, the Blues are going to have to deal with Aurelio de Laurentiis now, and the Napoli owner is a huge pain:
I hope he does well, we acquired him on a dry loan, Chelsea didn't give us the option to buy him, but should he prove to be an important player during the season we'll go on the offensive to keep him.

So if Chalobah does make an impression in Italy, we can look forward to Napoli being very annoying next summer about it. And if he doesn't, it's another wasted year.
I guess we can consider the above the first transfer rumour for next summer's window?
