According to Fabrizio Romano, Marco van Ginkel won't be heading to AC Milan on loan after all, or at least not anytime soon:
Marco Van Ginkel some minutes ago refused loan to AC Milan: he wants to stay at Chelsea, as confirmed by his agent #CFC

I'm fine with Van Ginkel wanting staying with the first team, as I've been very high on the youngster since his days at Vitesse Arnhem. It's also quite refreshing to see a youngster rejecting easy minutes in a less competitive environment in order to fight for a first team place at one of the top clubs in Europe. After that other guy simply ran away from competition, it's awfully nice to see.
It's probably worth noting that this doesn't guarantee a move doesn't happen, but unless something is offered to sweeten the deal for the Dutchman, it sounds as if it's unlikely at best. Stay tuned, as there are still a few days for this to become a never-ending saga.
