It looks as if we now know what squad number our newest signing will have, as Chelsea made sure to dress Willian up in a training kit for his medical in advance of a deal. That kit happens to have a number on the front, and you can take a look at that number for yourself:

Number 21 is currently unassigned, so it doesn't appear that Willian was simply borrowing a kit from one of his Brazilian buddies. One would have to assume that this will likely be the number assigned to the player after his work permit is approved on Wednesday*.
*One has to wonder if he was assigned a number during his medical at Tottenham
Those of you looking to order your #21 kit as soon as possible should probably still wait for it to be made official, but it's never too soon to start growing out your hair.
