AC Milan, their coach Pippo Inzaghi, and their newest acquisition Fernando Torres have spent much of the last 24-48 hours talking each other up. Inzaghi believes that he can still recovering something from Torres's legs, while the player himself is "looking forward to his new adventure."
They may be a bit drunk on whatever they serve at AC Milan, but that's beside the point. After Torres passed the medical earlier today, they can happily get down to business, as the two-year loan move has now been officially completed.
"Fernando Torres has today finalised the loan that will see the striker spend the next two years at AC Milan."

"Chelsea Football Club thanks Fernando for his service during the past four seasons and wishes him the very best for his loan in Italy."

Even though it's just technically a loan, everybody is treating it as a de facto permanent transfer. And thus, Torres is gone after 3.5 years of mostly ignominious service to Chelsea. Ding dong!
