Chelsea's consistent refusal to add steel to their midfield has been a theme of every summer since this website started. Despite a lot of money and the will to spend, they haven't really addressed it this year either -- Marco van Ginkel is many things, but it will be some while before he's ever considered 'steely'. One of the players who's been consistently flagged as a possible target is Toulouse midfielder Etienne Capoue, who makes sense for Chelsea for any number of reasons.
Of course, he also makes sense for other teams, too...

At €10 million, Chelsea should definitely be involved. It's not that Capoue's a bad player -- Cardiff are outbidding a very good team in Atletico Madrid for his services. It's not that he's a good fit. He's 24, athletic, comfortable in the pivot and apparently going for very cheap. Coming out of Ligue 1, his wages won't be very high. Unless Capoue wants guaranteed playing time (which he'd definitely get with the Bluebirds), I'm finding it hard to see why a wealthier team with a need in midfield isn't jumping in here.
