Hamburg would like to keep Jeffrey Bruma, either on loan, or on a permanent basis

Chelsea's 20-year old center back Jeffrey Bruma has spent this season and last on loan at HSV. Hamburg technical director Frank Arnesen would love to have him back again next season, either on loan or on a permanent basis:

"Bruma has been playing very well, I like everything about him, he is composed, good in the air. All in all, I am very satisfied with his play."

"Chelsea have been keeping an eye on him but I don’t know what they are thinking regarding his future. In a couple of months we will have talks with them and see what happens."

"I would like to take him on loan again and if they want to sell him, we would be in the market, too. At the moment we don’t have much money, but he has been with us since he was 19* and is progressing very well."

"We are satisfied with him and he is getting better and better. It will be good to have him for one more year. If we can do that I will be very happy."

"Of course it is great for him to be playing against players like Robert Lewandowski and Mario Gotze rather than in Chelsea’s reserves. Last season, he played 23 or 24 games in the Bundesliga and it was a tougher challenge for him."

Bruma's is in an interesting situation, as his contract is due to expire after the 2013/14 season. Where that is of little concern with a player like Nathaniel Chalobah (due to the odds of them leaving England being very slim), a player of Bruma's age that leaves for a club outside of England would not be eligible for a transfer fee set by tribunal. You'd have to think that any move Bruma made away from Chelsea would also be a move away from the Premier League, so this summer should tell us quite a bit about how the club views the young center back.

Our relationship with HSV is also very interesting, as we let quite a few youngsters that Arnesen was familiar with join the Bundesliga club on the cheap. We reportedly had either add-ons or buybacks in all of those deals*, so there is reason to think that a deal with Hamburg could be worked out should we not extend Bruma for any reason.

*I really wish I knew the specifics of the Michael Mancienne agreement, as he's been exceptional for the Bundesliga club this year

Personally, I'd be fairly disappointed if the player was willing to extend with Chelsea and we decided to part ways with him. He's still very young for a center back, and has shown flashes of top-level ability along with solid all-around development. That said, I have no idea how the player feels about extending with the club, so I'd expect either an extension or a permanent move to happen this summer.
