Yesterday was confusing. First of all, the Daily Mail announced the signing of 20-year-old Internacional star Oscar out of basically nowhere, claiming that Chelsea had bid £25M to seal the signature of the Tottenham Hotspur target and that the deal was done. A few hours later, said news was downgraded to rumour after the player himself claimed that he was staying with his current club for now.
Thankfully, one of his agents has clarified matters slightly:
Chelsea did offer 25 million euros, but there is still no agreement between the clubs, that will probably happen within the next days. Giuliano Bertolucci will travel to England to finalise the remaining details. Tottenham also made an offer, but he should accept Chelsea's offer as there is more exposure there.

So, long story short, a deal isn't done, but a deal's expected to be done (for about £20M) at some point. Oscar is also expected to favour Chelsea over Spurs because a move to the European champions will be better for his brand or whatever. So that's nice. Oscar's with the Brazil Olympic squad right now so don't expect anything to actually get done anytime soon even if the clubs do agree to a deal.
